The Scientific Research Council

Introduction
The Scientific Research Council at the Hashemite University was established to oversee, guide, and promote research activities across the University. It is the key body in charge of developing research policies, promoting academic and student research, protecting intellectual property, and encouraging collaboration with national and international partners. Through its efforts, the Council hopes to enhance the University's goal of innovation, knowledge creation, and community service.

Formation of the Council
The Scientific Research Council is chaired by the Dean and composed of the following members:

1. Eight faculty members from the University’s colleges and institutes, each holding at least the rank of Assistant Professor. They are appointed by the Council of Deans, upon the Dean’s recommendation, for a renewable two-year term.
2. Two external members with recognized expertise and experience in scientific research. They are appointed by the Council of Deans, upon the Dean’s recommendation, for a renewable one-year term.

The Council may also invite individuals with expertise in scientific research to attend its meetings. Such invitees may participate in discussions but shall not have voting rights.

Responsibilities of the Council

The responsibilities of the Scientific Research Council include:
a. Proposing the University’s scientific research policy and priorities, and submitting them to the Council of Deans for approval.
b. Reviewing and approving scientific research proposals.
c. Recommending regulations to safeguard the rights of the University and its researchers regarding research conducted at the University, in collaboration with it, or resulting from it, and submitting these to the President for approval.
d. Reviewing authored, edited, or translated manuscripts after evaluation, and recommending support for their publication.
e. Establishing frameworks for cooperation and coordination with other institutions engaged in scientific research.
f. Discussing budget allocations for scientific research and incorporating them into the University’s annual budget.
g. Reviewing the annual report of the Deanship of Scientific Research.
h. Addressing any other matters related to scientific research.

Time Commitment of Council Members
Members of the Scientific Research Council are expected to dedicate sufficient time to fulfill their responsibilities effectively. This includes:

1. Meeting Attendance
The Council typically convenes 4 to 6 regular meetings per academic year, in addition to extraordinary meetings when necessary.
Each meeting is expected to last between 1 and 2 hours.
Members are required to attend meetings regularly and actively participate in deliberations.

2. Preparation for Meetings
Members are expected to review research proposals, reports, and policy documents circulated in advance of meetings.
Preparation time may range from 1 to 3 hours per meeting, depending on the complexity of the agenda.

3. Committee or Task Force Work
Members may be asked to serve on subcommittees or working groups (e.g., ethics, budget allocation, publications).
Participation may require a few additional hours per semester.

4. Annual Commitment
For most members, the total annual commitment is estimated at 30–50 hours per academic year (approximately 2–4 hours per month).

5. Engagement Outside Meetings

Members are encouraged to promote research activities within their colleges, mentor junior faculty and students, and contribute to building a culture of research excellence across the University.Benefits of Membership

5. Contribution to the Academic Community: Members actively support the University's objective to advance knowledge, empower researchers and students, and foster a culture of scientific inquiry.
